Obviously, even in the English language you would normally use that for a loved one. This is not the same as "Dear Sir/Madam" or "Dear Mr Bloggs". I would personally only use this for a partner, or a very close friend or family member - though for the latter 2, you would just use their name. Hope that helps :)
