در جايي كه چنين مشكلاتي وجود دارند، در سازمانهاي ايالتي احتمال وجود تمايلاتي نظير تمايلات زير هست: تمايل به سمت پاسخگويي محدودتر به كاربران و استفاده كنندگان از سرويسهاي مختلف، تسيهل قيد و بندهاي بودجه (تامين دوباره بودجه براي بخشهاي بدون سوددهي و زيان ديده وابسته به دولت)، تغيير سمت و سوي منابع به سمت بخش خصوصي يا بخشهايي خاص از اجتماع (گروه گرايي و دسته بندي)، انگيزه ضعيف براي كارآمد بودن، و انعطاف پذيريي محدود.
